I am a little confused as the first letter I received told me I was 10 minutes late out of the car park and the second letter said I hadn't paid for car parking, so the evidence i sent to Popla was stating I had paid and attached my ticket. The letter back from Car Parking Partnership is now referring to the first letter where I was out of the car park late and also the second letter where they stated I had no ticket?0

Well, you need to make comments, refuting anything erroneous that the parking company (PPC) have said and stating that where the PPC have not argued against your appeal points, then they must agree it is true and you win! I can only repeat what @Le_Kirk said.
Go through their statement with a fine toothed comb digging out everything that is wrong with it.
Mention all the points in your PoPLA appeal that they have not challenged - showing that they agree with your point.
This is all explained in the third post of the NEWBIES thread.
Read the guidance in that post following the heading...
AFTER SUBMITTING YOUR POPLA APPEAL:
There are even examples there of how others have done it.
Remember, you only have 2000 characters to play with and you must do this within six days.4 -
Well sometyhing obvious to do would be to state the operator seems unable to make their maind up; the driver either didnt pay, or was late, but they cant be both2
