    The BPA CoP relates to ALL BPA sites.

    It is the accepted standard for all BPA sites , unless a landowner agreement changes the details , so it's an accepted minimum for all BPA sites , but may not be a maximum

    If you read it , it does say minimum

    Either way you won't see a landowner contract until Popla or court

    This isn't going to be over quickly for you. Unless you get a landowner cancellation, it will take months, if not years (they have 6 years to pursue you through the county court). 

    You need to get your initial appeal in first within the CPP deadline of 28 days. The NEWBIES FAQ sticky, first post, gives you a template to use - it's in blue text. That will get you the expected rejection within 35 days and, importantly, your POPLA code. Draft your POPLA appeal (NEWBIES FAQ sticky, third post) and after critique here, get it off to POPLA.  POPLA are currently in suspense mode and have not been dealing with appeals since Nov 2020, so there's already a 3 month backlog, and when they get around to dealing with your appeal, it could be a further 6 weeks for a decision. 

    There's your minimum timescale.

    Just to add, your POPLA code lasts, officially, 28 days, but you can squeeze out 3 or 4 more days if essential. But obviously work on 28 and you won't miss any deadline. Given their suspended operation, POPLA will accept 'holding' appeals where covid lockdown is preventing motorists from obtaining all the information/evidence they need.  But you must get even your 'holding' appeal in within the main deadline. 

    POPLA should contact you when they are ready to deal with your appeal and invite you to add any new evidence not already submitted.

    Well, you need to make comments, refuting anything erroneous that the parking company (PPC) have said and stating that where the PPC have not argued against your appeal points, then they must agree it is true and you win!  Don't let them have an easy win/ride.
