PCN Leeds Beckett University

Parked at the Rose Bowl at Leeds Beckett Uni a car park managed by CPP Car Parking Partnership.  Arrived back 10 minutes after allocated time and received PCN - should I appeal?

    Your choice , but if you do read the BPA CoP clause 13 grace periods , plus read the newbies FAQ sticky thread near the top of the forum , third thread down

    As for the facts , we haven't seen the signage , haven't seen the CPP contract with the university , we don't know if CPP complied with POFA (the law) or not. Meaning you haven't given us the facts yet expect an answer , you don't get that at university , answers depend on facts !!

    The latest code of practice is January 2020 and the grace period is section 13.

    It's worth noting that these are the rules they set for themselves. If they have given you even less time than their own codes that's a good defence. But the codes are not the law. The law requires you need to have the opportunity to become familiar with the terms before a contract can be binding. If signs direct you on a five mile hike to find the terms then you require much more time.

    Date of parking event?
    Windscreen ticket, or photo of vehicle entry/exit captured by ANPR camera?
    Date of Issue shown on the first letter you received?
    Does the letter have a paragraph headed 'Protection of Freedoms Act'?

    Prima facie, they meet the requirements of PoFA to hold the keeper liable, so that's one rabbit hole blocked.

    If it gets to civil court , the landowner authority or contract may have a clause about grace periods

    Until then you won't see it because they won't show it beforehand

    I already told you how to check the BPA CoP and which clause
