Parked at the Rose Bowl at Leeds Beckett Uni a car park managed by CPP Car Parking Partnership. Arrived back 10 minutes after allocated time and received PCN - should I appeal?

Your choice , but if you do read the BPA CoP clause 13 grace periods , plus read the newbies FAQ sticky thread near the top of the forum , third thread down
As for the facts , we haven't seen the signage , haven't seen the CPP contract with the university , we don't know if CPP complied with POFA (the law) or not. Meaning you haven't given us the facts yet expect an answer , you don't get that at university , answers depend on facts !!3 -

It's worth noting that these are the rules they set for themselves. If they have given you even less time than their own codes that's a good defence. But the codes are not the law. The law requires you need to have the opportunity to become familiar with the terms before a contract can be binding. If signs direct you on a five mile hike to find the terms then you require much more time.4 -

Date of Issue shown on the first letter you received?
