On the street view the building on the right as you look at the works from Church Way is the building just past the sign I posted earlier in the thread.

Look at the little low level wall on the right in the sign pic and match it on the street view. That's the end of the building on the right. 
I have more pics I'll post later.

dig a bit deeper and Oxford CC is one of the councils that have a reasonable map of adopted / maintained highways show  it as not being an adopted/council maintained road

The pedestrian zone is the middle section of Church Way just round the corner from Elms Parade.
