Smart Parking and Pedestrian Zone on private land

Hypothetically, can Smart Parking issue a parking charge notice for entering a pedestrian zone on private land during prohibited times? Zone is a changeable one with times on.
Say someone entered said zone but there was only one sign at entry on the opposite side of the road which had small print but not full terms and conditions (referred to a larger sign within the pedestrian zone) also the penalty charge amount on the sign was too small to see from the entry point and the contact details for the APNR data controller was referenced to the larger T&Cs sign within the restricted zone, would they have grounds and a chance of a successful appeal?
I can't find any reference to Pedestrian Zones run privately. One last potential issue; the sign on the opposite side of the entry point was actually set back about 20 cms from the entry point. There looks like there used to be a sign on the drivers side but there is only a filled in round hole there now so possibly been knocked over, and removed.
Any thoughts wold be most appreciated.
