Re your new PCN (which needs a new thread, please) keep the ticket proof that you paid for parking elsewhere within minutes because POPLA will want to see that evidence.
If this were me, I would not use the forum template appeal.
I would go straight in with the fact the machine was broken and no other method of payment was possible, so the driver left and parked elsewhere (next door) where the payment system was operational. Ask them to prove that all machines were working and tell them you will take it to POPLA so they may as well cancel.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
