I have read up and understand that PCN are not fines and how to properly appeal through POPLA etc.
I'm not clear whether you are thinking about appeals to POPLA, but be aware that your PCNs are too far in the past to do so. Just so you're not unnecessarily diverted.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

As the PCN were sent to the wrong address I left Smart Parking know and they reissued them to my current address, thereby giving me the original 30 days to appeal.

As mentioned erlier, its realy  important that you do not call these fines, especialy when dealing with a third party - did you mentioned them as fines to the school or union or anyone else??? if so then it can make things harder to resolve

What you are looking for is who employed the parking company?
Yes that is the place. Unfortunately, yes I did mention them as fines to the school. How would I go about finding who employed the company?

Well that signage doesn't conform to the BPA COP it talks about "regulations" that is a misrepresentation of authority report that to the BPA for a start.

Jolly good, because Smart Parking can't hold registered keepers liable in law (because they choose not to use that law, the POFA 2012 Sch4).

We sincerely hope you have NOT yet done appeals that blab about who was driving?!!  Please tell us you haven't thrown away your 100% win?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If the school wont do anything, I would try the council or a councillor.
And if you are a member of a union ask their lawyer about the councils responsibilities as an employer.

Don't worry I haven't said my name in anything so I am in the clear. I am going to appeal with the template on the Newbie FAQ section. Should I be attaching the schools visitor policy here, and say how they broke this? Or should I just wait till the POPLA stage for this? (if it gets that far). Again no help from HR at the school after multiple emails, how would I get in contact with my union/ find out which union to contact?

Thanks again everyone for the help. Life lessons have been learnt!

Nothing you send a PPC has any bearing on an appeal, they are all routinely rejected. Save your powder for POPLA, but your school's visitor policy will carry no weight with POPLA either.

Are you a member of a union?  If so, you must have joined, must pay your union dues somewhere.
