I have yet to see a site that states BOTH parts of the blur badge need to be displayed
I would suggest you go back to the site and look at the sign ,1 -
Blackdog - think youve missed that the clock was obscuring the date digit. Thus their claim the badge was not clearly displayed
Once a copy is sent in then they either cancel, or any claim they bring is vexatiou as the OP has a clear case of de minimis3 -

Which UKPS, aren't there two?
We are suggesting IAS appeals at the moment, strangely enough, because many PPCs don't have the staff capacity to contest. There are no template IAS appeals, they are just about appealing with facts and evidence, such as the Blue Badge scanned in and uploaded and explaining that it was displayed all along and disability needs don't just disappear because a ticketer takes pictures at an angle and claims not to be able to see a corner of a valid Badge.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

There's a slightly better chance with an appeal to the IAS during lockdown/furlough than in normal times. Unless you try you'll never know. @Coupon-mad has explained the current (temporary) rationale.Man0826 said:

I did tried to contact the wing yip in different ways, they finally replied me via social media and said will look into this for me and asked me to wait.
I will wait few more days to see what their response is and otherwise I will definitely try to appeal to IAS then if they refuse to cancel the ticket.

Do not touch IAS with a bargepole, the IAS is not independent.You could contact the PPc again and instruct them ( do not ask do not appeal, but instruct) them that they must cancel this parking charge, provide you with evidence that they will provide better staff training as this behaviour is unacceptable, and issue you a full and un-redacted apology - not a gesture of goodwill but a full admission that they are wrong for the inconvenience and distress they are causingFrom the Plain Language Commission:
