I think it's reflex for people to answer with "Hello" and wish they could just pick a winner and that's that.
For some people, missing out on what - for most people - is a life changing amount, could just tip them over the edge....
I did have a call from an unknown number shortly after 4pm a few months ago - I did say "Make Me A Winner!" and it was my local police calling me5 -

Interesting we never heard today what was said next.I can imagine some people get rather upset after hearing they have just missed out on £65,000 (or other large amounts of money). It does feel a bit cruel at times this competition.4

It would be kinder to respond with "Sorry, wrong number" and hang up, rather than tell the person they've just missed out on a big chunk of money.....

And this will affect people regardless of what you say.
For a country that is all about mental health we should think about the ramifications of what this competition could do to people who take it badly.5 -

Yes, agreed, it likely will affect people, but it’s their choice to enter. We are not a nanny state & it’s not Jeremy Kyle with his polygraph tests!
If you get in a car & drive anywhere, you accept that you will likely get to your destination & you also accept the risk that you might be involved in a road traffic collision. Similarly, if you enter these comps., you accept (& hope) that it’s you that gets called … but you also accept that it’s on you & you alone to say the specific phrase. If you don’t, there’s no one else to deflect that blame on - certainly not the radio station.
I’m quite certain that the number of people who have won one of these comps. exceeds those that haven’t & the positive ramifications similarly outweigh the negative ones.
Perhaps if we want to discuss ramifications on mental health, there is something to consider before telling someone who’s opinion differs to yours, that their opinion is irrelevant …Wins - £48k 2019, £5k 2020, £1000 2021, £280 2022 ... £196k to the £1/4 million target ...7
