I wonder if it is a clumsy attempt to stop spam.

If some idiot was posting a lot of "buy inexpensive telephone" then putting c.h.e.a.p and p.h.o.n.e on the banned list would stop them.

No, c is not a word I tend to use; budget, good price and bargain are my go to words. It was on the house buying section, suggesting someone read all their other posts about the same problem.
