Couldn't buy a ticket and left after 15 mins - NTK received using ANPR

    Holding back information from us does not help us to help you. The scammers already know the location and who the landowner is. As long as the driver is not identified, telling us the location can do no harm.
    If the NTK was PoFA compliant, which it appears to be, then the identity of the driver is irrelevant.

    It's a Kingston University PDT car park and I'll try to dig out the post again as I think I accidently stumbled upon it rather than using the search (and can't seem to find it now :( ). I'm also going to try a different approach for Plan A and email someone else.

    Would it benefit @Vic20 to advise the landowner that they are a principal and the PPC is their agent - the law makes principals liable for actions of their agents, so please advise who I need to include as a witness in the event of a court claim and what dates that person will be unable to attend court?

    Thank you, I believe I have now gotten the details of the landowner so an email is on it's way although I fear that they are just as much in cahoots with the PPC and have zero interest in the matter.

    I did also manage to visit the car park again and believe there are lots of points that can be raised such as obstructions in front of the signage so you can't easily get close, inadequate lighting as all signs are unlit, pole mounted ANPR which needs planning permission (email sent to council to check), signage that looks like it exceeds 0.3 sq. m., a tiny keypad that you can't even read in daylight let alone dark, unlit PDT machine, signing being blocked by other parked cars, and lack of visible signage from where the vehicle was located or indeed, pretty much any vehicle is located. And one of the signs at the entrance for data usage is not even straight as the mounting has failed; helpfully this is also captured on the ANPR showing the entry and exit so is indisputable.
    One thing I also just noticed is that the ANPR images on the NTK are tiny and do not clearly show the actual date and time on the photograph itself. However, if you log in to the website to view the pictures, you can see the date time stamp on the picture as it is larger.
    Is the fact that the pictures on the NTK are too small to actually see the date timestamp on the image a valid note for appeal? Surely it can't be expected that everyone would go online to see the pictures?

    I'm about to use the blue one-size-fits-all template from https://forums.moneysavingexpert.com/discussion/4816822/newbies-private-parking-ticket-old-or-new-read-these-faqs-first-thankyou and was wondering if it's worth adding anything extra such as the crooked sign that has fallen off (clearly visible in the images) plus I've done some digging and am pretty sure there is no planning permission for a pole mounted ANPR or advertising consent.
    Worth mentioning these as a one liner underneath one-size-fits-all blue template?

    None of that is worth adding. If the NTK was non PoFA compliant, then that is worth mentioning.
    Save the signage points for PoPLA. They won't care about planning permission, but it should be put in anyway. More importantly is not having advertising consent for signs, which is a criminal offence, but only the council can pursue it.

    Quick update on this, I contacted the CEO of the landowner company as per Plan A and they have cancelled the PCN. Confirmation received from both the landowner and TPS :)

    Many thanks to all experts and forumites who responded and maintain this forum; your time, help and guidance is hugely appreciated. Super special thanks to MothballsWallet for the suggestion of adding the advisory text to the landowner as I believe this really helped along with mentioning the illegally erected pole mounted ANPR.

    If there is anything further that MSE would like me to do such as adding the details to a sticky thread or sharing a redacted version of my landowner email, please do advise.

    To any other newbies who happen to read this, please do follow the guidance in the newbies sticky at https://forums.moneysavingexpert.com/discussion/4816822/newbies-private-parking-ticket-old-or-new-read-these-faqs-first-thankyou#latest, it really does work and Plan A will save you a whole lot of bother if you can spend a little time finding out who to contact.
