PCN wrong. Unable to appeal to IAS. FINAL DEMAND

My mother in law is over 70 and very distressed by this situation. She parked for 2 hours and she paid for a 4 hour ticket on her debit card. Evidence of payment from her bank statement was submitted for an appeal but it was rejected. We then wanted to appeal to IAS but the PCN number was rejected. I spent ages try to contact regent parking and PCN parking solutions and Solutions Lab Ltd but I’ve been unable to get hold of anyone for the correct number. Nobody has replied to answer messages or emails. She has now received a final demand from UCS UK debt recovery for £160. She is very distress and this is making her mentally ill. Please can someone help as we have 14 days from the 27.1.2021.

Hi, and welcome to the forum ...have you had a read of ....make sure you start at the first page not lastyou will see lots of helpful things like debt collectors have no powers and can be ignored...where did this take place ?any contact with a PPC must be in writing / email ... no phone calls !and as stated no contact at all with a debt crawler.Ralph

Never ever resort to the telephone in these matter. It is very possible that this may end uo in court, EVERYTHING on paper. Have you complain to your MP?You never know how far you can go until you go too far.1

You do no use the PCN number to appeal to the IAS; the rejection of your appeal from the PPC would have had a code to use

My mother in law was in the car. She paid for a full 4 hours on her debit card but returned after 2 hours.
The car park was Paradise Mill Car Park, John Street, BL9 0HN
Says no valid car park ticket found. They have a picture of her going in and out of the car park saying she was there 1.57 hours but not of her car in the space. We have a bank statement showing she paid for up to 4 hours.We appealed in writing originally with a copy of her bank statement. The appeal was declined. It says you will need your PCN number and vehicle reg in order to appeal to IAS on the website we were given. IAS reject this number and said to contact the PCNparking solutions. They did not response to email which was sent to ask for a correct number to appeal. We only tried to call the phone number to see if we could ask for the correct PCN number. I even tried to see what would happen if I tried to pay to see if I could get through to someone and it would except the number. There is no other code mentioned anywhere.1 -

So was the wrong VRM entered? I presume a VRM had to be entered on a keypad when buying the ticket - do you have the ticket to hand? Was it paid on an App?
We need some facts to udnerstand why they have done so
Meanwhile reasussure your mother that debt collectors are powerless. All they can do is send letters that have no meaning to anyone.4 -
The number was added and paid at a machine using a card. She assumed there wasn’t a problem as she paid but the only proof of payment is the bank statement which shows the money going out and the time of Payment and who she paid. She doesn’t have the ticket as it was weeks earlier. I’m not sure if the Reg was entered at the time but I assume so.1

Email the PPC to look for a close match using their 'fuzzy whitelist' technology if they use software by a firm such as ZatPark. A fuzzy whitelist searches for near miss VRMs. And if mother in law has access to another car, ask them to also check for that VRM as maybe she out in the numberplate of her other car.
Also complain to the landowner and go all out explaining how this is making an elderly person mentally ill.
If they refuse, reply again here and I'll refer this to the IPC if you wish, because it is horrific that people are being made ill, when they paid.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Who is the PPC and do you have there email. I’ve checked she said she put the reg in herself. The reg on the parking ticket is correct so maybe she did mistype the reg. she has no proof either way. If you can help me refer this to the IPC as we have written and emailed but with no response. I don’t want the bailiff knocking on her door. Thanks1
