    As you say your client is open to Alternative Dispute Resolution, I wish to offer them an opportunity to supply a POPLA case number for each of the PCNs associated with the reference numbers above, of which there are 5 PCNs total. I will then appeal my case to POPLA, who can decide whether these PCNs should be upheld, or if they should be dismissed, as per the BPA Codes of Practice, of which your client should be familiar with.

    send that to DCBL , unless he actually issued you a popla code , which in  itself is a naughty with the BPA 
     l love how much you enjoy investigating, haha, it's great. Just FYI, I have also taken the advice and put a post on Legal Beagles. So, basically, we think that he will not have issued a POPLA code? I can check, they have given me the SAR data, so it could be on some of the paperwork?

    It would be on any appeal,rejection. Assuming you appealed.

    Nope, I ignored the ticket on the car, then forgot about it, along with the fact that my V5C was registered to an old rental address (this is also the reason that a simple yellow box junction fine ended with me returning from holiday to find out that my car has been towed to an A1 compound in Sledge Green, 90 miles away. I had to get a train up there and pay £900 to get my car back. All unbeknown to me - but hey, that's another story).

    all data including letters sent to you MUST be on the sar , 

    when you got the ticket , did you make an appeal , if so did he foward a popla code to you 

    all data including letters sent to you MUST be on the sar , he cannot pick and choose what data to give you , 

    but that asside the legal team working for him have stated that there  client is open to Alternative Dispute Resolution, , the only one aplicable is the one that terry towel t/a and his new company and DCBL are members of , in fact thery are paying members of the BPA who recognise POPLa , just POPLa , no one else 

    dcbl are gonna love that

    Unfortunately I did never appeal. What we're saying is that to resolve this dispute, let's involve POPLA - please provide me with a case number?

    Cool, I shall do that. I have also retrieved all of the SAR data and it only refers to the liability sitting with the driver, not the keeper. Is this significant? From reading others posts, it appears to be.

    DCBL are prowdly stating (in there cuddly accent) that "  note that "Our client is prepared to consider mediation, or another form of dispute resolution, prior to issuing Court proceedings."

    the only form of appeal is the one that the operator adhered to (or not) whilst a member of the BPA , as he is not registed with any other ATA , then the appeal system used by the BPA at time of ticket was POPLa 
    as legal representatives of terry towel , they should inform him that if he wishes to contine with case he should offer POPLa codes for each and every ticket issued 
    let the indipendent appeal service (popla) decide the outcome before proceeding to court 
    as with all other popla cases the claimant must abide by popla ruling 

    another thing to ask DCBL 
    we act upon instructions of terry towel T/a capitol car park control 

    ask them for his company number , or ICU number as you have reason to believe the company no longer exists

    And also now the full SAR information. I have been advised by someone on Legal Beagles to upload these to imgur, redacted. If this is a bad idea, please let me know and I will ask for them to be ripped down. They are, of course, private, accessible via the links only.

    Note that this seems to only be against the keeper, not the driver. I assume that this is could be used as a reasonable defence, although I really have no idea.
