Colchester Hospital Parking Ticket - Car Parking Partnership

This is a bit of an odd one

I have received a parking ticket (in the post, addressed to registered keeper) for parking in the staff car park without a permit.
What  happened was the driver parked in the public car park when dropping someone off for a coronavirus vaccine. With 2 children in the car getting irritable and there being very little traffic around, the driver went for a drive around the hospital grounds as well as out onto the main road. At no point did the driver believe they entered another car park.

There are ANPR photos on the ticket, which are solid black except for the headlights and numberplate. I truly have no idea where the photos were taken.

I understand the first thing to do is to appeal to PALS, do I also appeal to CPP at the same time? The ticket has a section about POFA and pursuing the keeper, so is there any benefit to not identifying the driver still?

    PALS first

    CPP before the 28th day expiry , so on say day 25

    Stay as keeper for now , the royal WE is a useful tool , WE visited blah blah

    Anpr pictures are not passport photos , so dark pictures are common and the number plate is enhanced

    There is a full anpr analysis on the parking prankster website about 5 years ago , please read it

    That depends.

    Is that 'section about POFA' sufficient to transfer the driver's liability to the keeper? The first post of the NEWBIES thread will help you decide that.
    If not, do not disclose the driver's identity.

    Thanks, by this do you mean adopting a more assertive tone? Or just that I should make sure to call it a complaint.

    If they drove around the grounds, then they drove through the carpark.  The staff carpark has a road running through it, with parking on either side.  There is no barrier to stop anyone driving down the road,  but there are signs stating its a staff parking area, and anpr is in use

    You call it a complaint, not an appeal and you should be polite but distressed, in tone.

    This is what the OP should include in their complaint, stating that the vehicle did not stop and did not park, therefore the hospital and their agent have breached the DPA/GDPR and are jointly liable for unlawfully obtaining the vehicle keeper's personal data.

    Indeed, threaten them with a counter claim for misuse of personal data and harassment.  If they are daft enough to take it to court act on your threat.  
    You never know how far you can go until you go too far.
