What happened was the driver parked in the public car park when dropping someone off for a coronavirus vaccine. With 2 children in the car getting irritable and there being very little traffic around, the driver went for a drive around the hospital grounds as well as out onto the main road. At no point did the driver believe they entered another car park.
There are ANPR photos on the ticket, which are solid black except for the headlights and numberplate. I truly have no idea where the photos were taken.
I understand the first thing to do is to appeal to PALS...Thank you all for your comments, I have had the charge cancelled through PALS.
Very glad you got what sounds like yet another ANPR failure of a PCN, cancelled by the landowner. Plan A does indeed strike again!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Double check on the scammer's website as if you were going to pay. This will tell you the status.
