With 2 children in the car getting irritable and there being very little traffic around, the driver went for a drive around the hospital grounds as well as out onto the main road. At no point did the driver believe they entered another car park.

    There are ANPR photos on the ticket, which are solid black except for the headlights and numberplate. I truly have no idea where the photos were taken.

    I understand the first thing to do is to appeal to PALS...

    Very glad you got what sounds like yet another ANPR failure of a PCN, cancelled by the landowner.  Plan A does indeed strike again!

    Well done, and thanks for letting us know.
    Double check on the scammer's website as if you were going to pay. This will tell you the status.
    You should also get a cancellation notice from the scammers. IF nothing has happened within a week, get on to PALS again.
