You don't APPEAL to them - you complain.   You are expecting them to INSTRUCT their parking management company to cancel the PCN.

You complain to MOTO first, of course, and you do NOT imply who was driving.  Just say ''we'' did this...

There is a MOTO email for their CEO posted on a thread about MOTO.

As for the appeal, if MOTO are slow at replying then do the appeal with a couple of days to spare, using the temlate nd of course remove the PDT machine line.  No-one is saying not to edit the template if you want to remove that but we are saying DO NOT add stuff that blows your toes off, like:  ''I DID THIS / I PARKED'!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Where are you looking?  Did you try the NEWBIE sticky First Post and look for text written in BLUE?  That's the one.

Do I write the complaint to the appeal email? Honestly I can't find only 2 contact emails on their webpage one for appeals and one for general enquieries. They are not making anything easy.Le_Kirk said:

the only one I found is this:
I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

is this teh one I should use for complaint?

That is an appeal - the one written in blue text.  You need to complain to MOTO as per this suggestion 3 February at 6:53PM <<<Link but you send the appeal to the parking company, whoever sent the PCN.

    complaint is not an appeal
You use teh template appeal if needed
You write your own complaint and if you want post here for critique.

what details should I provide in the complaint letter so they can refer to the case with CP PLUS, my full details? or the parking charge ref number?

If you don't include the PCN reference, they won't be able to have it cancelled.
