With that in mind, what do you have left to show they knew, or should have known, the address they filed at was not correct?1 -
Well I've never heard from them ever, as soon as I moved I updated my driving licence, changed address on electoral role, various accounts, and the first I heard was the ccj showing on my credit file, it was clear I was able to be found as their sister company in the same building searched and found me.0

You are now in the position of having to show they shoudl have known, not they they DID know. Its not JUST that they could have found you, but you need to show they had reason to think they needed to do the check in the first place, same as every other CCJ sety aside we deal with, really!
I would add that DCB DCA and Legal share the same building and so you mightr expect this info to be obvious1 -

There was no VC5 to change the vehicle was passed onto the dealer and assigned when I bought my new car in may 2019.
My current vehicle VC5 is correct

Ok so timeline
Moved to new property 02/09/20
Updated records promptly (like over the next two days )Got PCN from DCBL debt 28/10/20
Court proceedings issued by dbcl legal 07/11/20
CCJ in default 12/12/20
Found out 14/12/20
Asked for help from CAB 15/12/20
Set aside filed 05/01/21
At no point did I have any correspondence from claiment or DCBL nore did I respond.0 -
So your time line misses aan important detail - that the vehicle was passed to a dealer and you were no longer the RK on...
This is key because it tells the court you didnt mess up in forgetting to change V5c2 -
DCBL would not have issued the PCN!
Which PPC issued the notice to keeper, and why have you not put that in your timeline?
Think about this logically and be precise. I cannot stress this enough.3 -

Updated timeline14/02/19 parked in London
I don't have it available to me now but captital car park control sent a NTK in march to the old address , I had not changed the VC5 at that point as was only supposed to be in London temporarily.
06/06/19 part exchanged the vehicle in question for a new one and transferred the VC5
Between 06/06/19 and 02/08/20 I move around the country with work in hotels and short lets (I work in film industry)
02/08/20 move to permanent new address and update details.
28/10/20 get a debt collector letter from DCBL debt on behalf of UKPC
07/11/20 dbcl legal raise court claim against me at the old address
03/12/20 debt collector for UK pc writes case is closed12/12/20 ccj issued in default
14/12/20 find out about ccj
