If you gave two days to get a defence in, just adapt the forum's template defence and add in your facts about the reason why you were all advised to carry on displaying a 2018 permit until the new ones were supplied.    This is why there is a sticky thread called 'TEMPATE DEFENCE'.

Also append the witness statement from the Office Manager and a new witness statement signed by you as well (like the one by @jrhys and adapted to suit, not the one you did before about getting the CCJ set aside).  Click on his username and read his thread to find his WS and evidence.  You will also need to append a copy of your tenancy agreement if this was a residential car park you lived at, or was it a staff car park?
