Read the news in brief photo , the council gave up the lease , the new lessee contracted Smart parking to oversee the car park

You know how to do a POPLA appeal because the 3rd post of the NEWBIES thread gives you those template bricks to build a POPLA wall. All your husband will need to add to the usual template points (it's obvious which ones suit his case) is an introduction added at the start, that he writes himself in his own words, that tells POPLA that he was the passenger on the day. He didn't realise it was important until he researched it but the driver was his wife, who will not be named, and the PCN that arrived is incapable of holding him liable due to the lack of POFA paragraph 9(2)f wording.

I think people were confused by your first post which didn;t say (at first) that you appealed in the name of the rk:
So I received a PCN from this company on 13.1.21 Basically I went over by 15 minutes but this was because I had no more cash to increase my stay. I appealed, as stated on the back of the PCN explaining this reason. However today I came across the NEWBIES section on parking fines where it states you should use the template to dispute, however as I’ve explained in my appealIn fact, you didn't get the PCN and nor did you appeal in your name - your husband did, as keeper - hooray!

You also need to stop telling the world who the driver was here, on this forum, as the PPC may spot it. PM a board guide (instructions on first page of the forum) and ask them kindly, as you might not be able to. If you cannot see a "cog" by your posts, you cannot edit.3

With 161 posts, I am sure the OP would have editing permission and can edit it herself. Picking on spelling and grammar mistakes may seem pedantic, but the law is a pedant so the correct terminology must always be used.
As far as editing your posts, you need to pick out every occasion where you have revealed or hinted at the driver's identity.
Only ever refer to The Driver and The Keeper, who by now you should know are completely different entities, one of whom has protections in law that the other does not.I married my cousin. I had to...I don't have a sister.
