While tarmac contains asphalt it's a different product.Asphalt is not a poor floor covering, when done correctly it's got a lot going for it, and while old fashioned it's still used today (more in commercial environments). See for example https://www.ikogroup.co.uk/product-systems/flooring-and-paving/iko-floorstar/The spec the OP agreed to even stated that asphalt could be used. So really the only question is over the quality of the work, which does look poor from the photos. But harping on about tarmac is a bit beside the point.
