What i dont understand is, I received the 2 pcns for the 3rd and 4th of Dec, a week after the incident. Then they wait about 6 weeks and send me a 3rd one for the 4th Dec. Is there a time limit they needed to send this to me, or is it because they have already acquired my details from dvla for the 1st 2.

They simply cannot say "oh, I got this info last week, I'll use that".4 -
There is a process , a number of avenues they must follow , plus some they can pick and choose from , so you won't learn to fly this plane in a day
Keeper liability by law is 14 days , driver liability is infinity that law is POFA 2012
The Access to the DVLA database is 6 months plus one month to issue the pcn
They must pay the DVLA each and every time , for every pcn
Your best options here are and were PALS , so should have complained about the first two and also registered the blue badge to prevent any more2 -
This is utterly atrocious of ParkingEye and the Hospital not to be able to recognise that a renewed BB relates to the same person who registered it. This system is causing disability discrimination against you and all BB holders and it must stop.
I am so angry that you have received these and actually paid two of them. You need to appeal to P/Eye anyway (for ALL of them) because ParkingEye will consider appeals even when a victim has paid, as long as you do so quickly for ALL of them.
Give P/Eye the evidence of both Blue Badges and state that you were indeed registered as disabled with this hospital and the system is broken, if it STUPIDLY requires people to have to re-register just because they renew their Blue Badge.
I also say this: I want you to email Steve Clark at the BPA about this one, it horrifies me that ParkingEye think this is a suitable system. How dare they!

Give him a URL link to the first page of this thread and tell him the forum are horrified by the system allowing this to happen at a Hospital of all places.
I am fuming that they think they can allow such a useless system to exist and not bother to ensure that the technology mutually benefits consumers. In fact this actively discriminates against all BLue Badge holders because everyone has to renew their badge at times. This is a shocker and I reckon the BPA will sort it for you and the ParkingEye will refund you.

I find this action disgraceful in a pandemic , when MOT,s and driving licences etc have been granted extensions due to the pandemic !!
You should do what coupon mad says above , plus complain to your local MP , plus complain to the CEO of the trust as well. Your disability didn't disappear when the BB ran out , they only last 3 years so I have just renewed mine , online
I am amazed that during a national lockdown the hospital expect you to take your new blue badge into the hospital to register it at reception !! Are they mad ?? Complain , complain , complain !! Do exactly what coupon mad said , including complaining to parking eye about all 3 PCN,s4 -
