I would be annoyed by this if I lived nearby. It will look dreadful. There's a reason people put their clothes line in the Back garden. They are not on show to everyone.
I personally would not want petrol fumes on my clean clothing either.
At some point I imagine this rotary line would almost certainly get blown out and away  by a strong wind and damage someone's car, fence, house, dog etc t. Then you would have a bill to pay and an annoyed neighbour.

OP, do you actually own the car parking space or just the right to use it?  I would check your title deeds to ensure that the car parking space is included first.
  • What type of property is this, is it a house or flat? If flat I suspect there would be covenants or a lease which may state what is acceptable. Have neighbours got washing lines in parking spaces?

Check you OWN it, i.e. the space is included on the actual title deeds and land you own.

It might start a precedent. A neighbour may place a garden shed on theirs

Hi, I am your next door neighbour and really love this idea! I want to save water so I will be using both my spaces next to yours as a toilet. Please do watch out for the turds. Oh and nightsoil is excellent for growing potatoes, you can get some from my parking space to grow some organic potatoes!
    Haha Alan, funny guy! 🤣

    Hi i would Own it
  • To own land does not equate to having the right to do whatever you want with it.
By asking here, you obviously realise that it is odd. Therefore, it is a good idea to get official/professional advice rather than people's opinions about it. Consult your local council...

Its a nice idea in theory, but why would you want everyone elses car fumes all over your clean washing? Is there no other outside communal space at all where a line could go?
Personally as a neighbour  I would hate seeing it, and I think it would ruffle a few feathers. To me, laundry is personal. I even load my line up so pants and knickers are in the middle where they cant be seen by the neighbours.

I can’t see how this would work.  Your items on the line would get grit or dust blown on them and fumes when cars start.  Would there be enough clearance for large towels and sheets to dry?
