I've experienced this too. I couldn't figure out who was putting their rubbish in my bin so I now I keep mine in the garage until the morning of collection. Thing is, if somebody asked I wouldn't mind as I always have room! Although I'm so conscious of it being the "right" rubbish these days it would be harder to accommodate other peoples rubbish, it feels like the "did you pack this yourself" moment you get at the airport!!7

Thinking about this a bit more, I suspect your neighbour is not only trespassing on your property, but also fly tipping.
However you'd be mad to make a huge deal of this despite it being such trashy behaviour. Just talk to them and say a) you don't mind if there's space in there on bin night; b) please don't do it again ever; c) please talk to me if you want to do it in future and I'll see how much rubbish I have.0 -
As their bins are not even full I suspect they are putting stuff in your bin that they are ashamed of people knowing they are throwing away instead of recycling, due to them being too lazy to dispose of responsibly. That what it sounds like to me anyway.YNWA
