  • The trouble is that after a certain level within a company, promotion is nothing to do with what you know about the company, its products, processes, etc. and everything to do with people and how you interact with them, because management levels are usually about organising people, whether inside or outside the organisation.  You would be shocked at just how low that bar can be..

    Unless the organization has specific policies which provide that they don't start reviewing applications until the closing date, or that every application received before the closing date will be reviewed, then they have done nothing wrong.
    Their purpose is to fill a vacant role. If they have a strong candidate who they think is the right fit then there is no reason why they should go on interviewing or reviewing applications once they have found that person. (And since OP already works there, it's likely that they would have contacted OP direct to encourage them to apply, or to offer them the role, if they felt they were the best person for the job)  
    There is of course an argument that if they closed applications early they might miss out on the best candidate, but they are perfectly entitled to take the view that they have found the right person and therefore it's a waste of time and resources to continue the process.
    Complaining or raising a grievance about it is likely to simply make OP look as though they are entitled, and that they don't understand management / business needs, neither of which is likely to help them if they want to be considered for promotions in future.
