Never received council tax discount now huge arrears?

I applied for the council tax discount, and everything pointed to me having it, yet it turns out I huge large council tax arrears around £3500 which must mean I never received the discount, is there anything  I can do about this. I'm in Scotland also.

    What pointed to you having it? I am assuming you have a bill with the CTR on it, showing a lower amount? That amount is more than a year, so about 2 years worth at least. You didnt receive any bills or any letters in that time? I am not totally up on Scotland but most councils in the UK do not offer 100% discount for working age people. Are you a pensioner? Does your council offer up to 100% for working age?

    How did you apply? Did you receive an acknowledgement or a decision notice?
    Council Tax reduction in Scotland is not for 100% as there is always water and sewerage charges to pay of at least £5 per week so you would have always received a bill to pay.
    It can be backdated up to six months so check foist that they received an application from you

    Yes both of those I should get 50% discount, I filled in the forms and ticked the boxes online,y work coach double checked it yet it seems by the amount of arrears I never got the discount, so I have any grounds to appeal, I've never paid CT because I can't afford to on UC.

    Your work coach helped you make a council tax reduction/support claim? That’s not typically something they do, but maybe it is different in Scotland.

    What forms on what website did you fill in? They should have been on your councils website. 

    Discount for being single (25%) is entirely separate to making a means tested claim for council tax reduction/support. 

    Have you never had any bills? As stated above you would have water charges to pay. And there would have been lots of letters saying you haven’t paid. 

    Regardless, you say above you thought you were entitled to 50% discount, so why weren’t you paying 50%? It doesn’t make sense to just not pay anything when you think you should be paying half.

    I've never paid CT because I can't afford to on UC.
    Regardless of whether you can or not, council tax is one bill you should never ever stop paying.

    You never had any reminders, no warrants, no debt collection company after you in all that time?
    Mortgage started 2020, aiming to clear 31/12/2029.

    OP tends to not return to threads, didn’t answer any of the questions from my first reply and was actively planning a foreign holiday a few months ago. Nope this doesn’t add up at all.

    There would have been but I must have burried my head in the sand as I knew I couldn't afford to pay it, now it's with a collection company and I have to create a payment plan.

    The point is do I have any grounds to appeal ?
