Get their insurance details from askmid.com and claim directly from their insurer, although you may find it difficult to prove without witnesses.
I do have their details from askmid and neighbours photographic evidence of them arriving and parking elsewhere in her paid spot and also a witness that saw them pull up to where my car was parked.
If they were to say that the only reason they pulled up to where your car was parked was to check out the damage to their mirror because at sometime during the night, someone had driven into and damaged their car and they noticed that yours appeared to have signs of recent damage so they were simply checking it out then without a witness to the actual collision, there is little or nothing that can or will be done to disprove their claim.

Yes I see your point, but it’s a permitted area, they do not live here and don’t have a permit so why would they be pulling up to where they don’t live at 2am
it is a small dead end street that only permit holders are aloud to leave their vehicles with a visible
    permit sticker in their window

Excuse me??? Had you read the post correctly you would of understood that they hit me damaged my paintwork on the wing and passenger door and completely snapped my wing mirror and then drove off!!! They have left me with a bill and THEIR wing mirror cover...
I suggest you re read the post and stop being mean!!!

I don't remember reading anything about damage to your paintwork.  The fact your post now says "edited Today at 9:40AM" makes me wonder if you've conveniently now added that little detail...
She did apologise to you at 9.50 in fairness
So they did.  Well, apology accepted.  It's a shame people are so quick to get angry and accusatory when someone is simply trying to offer honest advice, as requested.
