The splitter doesn't need a seal becasue it's downstream from the meter.But it's curious how the meter cover has been removed and replaced since the OP took the opening reading.0

That would at least help the OP establish how much had been overpaid I suppose, though proof would still be tricky. Yes it's clearly a lash-up that no electrician would put their name to. Presumably there aren't the same compulsory checks when selling commercial properties so it's possible the current LL isn't complicit . .matelodave said:

If the splitter was originally in circuit before the meter to split the incoming company feed between the MEM box and the two flats then it would have been the property of the energy company in the same way as the meter and MEM box and should therefore have been sealed.
However if the splitter had been installed after the meter to combine the the original Peak & Off peak supplies to feed two distribution panels then no, it does not need a seal. It all comes down to who installed the splitter and why.
(my outgoing meter tails feed to a splitter where it now feeds the original peak and off-peak distribution boards as we now only have a single rate meter - the connection was made by SSE who fitted a seal, even though it is on the outgoing side of the meter and probably doesn't really need one - see piccy)

There are a few of us on here that are of the opinion that there's something that just isn't right here but cant actually decide who is the perpetrator and if it's not the OP then he's been the victim. Just my opinion you understandNever under estimate the power of stupid people in large numbers0
