But if this is a totally free car park with no time limits why are UKPC installing ANPR cameras, and shown to be in use on their signs? Maybe Mr Clark can tell them they need some more sticky tape overlays to cover this oversight too!
Other than 'parking between lines/hatch marking', disabled spaces and mother & child slots, what else are they 'managing'?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

He will, because I emailed him first about that situation, and about ECP not cancelling the one in the news where a lady gave CPR to a dying man.Redx said:Be interesting if he emails about CEL charging covid19 vaccination victims at the church hall in Huddersfield too , lol 😄
I will update about those cases and fully expect those PCNs to be cancelled. This is an important time for both APAs, who are both acutely aware that publicity like those awful cases is most unwelcome for the industry in 2021. The COVID vaccination centre issue could happen elsewhere too and I feel the industry should be more proactive to use their NHS contacts to identify these sites and not just carry on churning out automated postal PCNs and wait to get complaints before they bother to alert themselves to the fact that one of their sites is being used for this NHS emergency.PRIVATE 'PCN'? That's true. Why ANPR at a site where they have ''wardens'' issuing pointless rogue PCNs like in 2018 for someone who got to the shops too early and was assumed to be ''staff parking in a no-staff area'' despite the system not being set up to identify staff cars!Umkomaas said:But if this is a totally free car park with no time limits why are UKPC installing ANPR cameras, and shown to be in use on their signs? The Protection Society in action again.
"As you will have guessed it was an error by UKPC/their signage people"
NO MR CLARK, how can anyone guess anything, it's up to you to ensure your operators comply.

The important thing will be that there is regulation with teeth for this industry, not merely some programme board meeting twice a year (exactly like the DVLA Focus group pointlessly have...for years) and being dominated by the APAs. That cannot be the sum total of 'regulation'.
Hopefully, the MHCLG have taken that on board.
The Single Appeals Service could also do great things if they are run by the right people.
Here's hoping for a clever, fair and legally-minded set of Adjudicators in late 2021 when the whole thing is eventually rolled out.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
