NatWest, RBS, Santander are participants but have no mobile cheque deposit functionality.

Those who aren't participants are unlikely to have developed the functionality.
Those who are participants are likely to have developed the functionality (but some haven't - but the alternative paper cheque system closed around 18 months ago; it will still be processed with an image between the participants, but the image capture gets done entirely by the relevant banks in some cases - not their retail customers).
