There seems to have been some confusion about whether it was a LBCC or a N1, that is why you have received conflicting advice. You do not, as correctly advised by @Redx download or fill in an N1, nor do you complete the PE financial forms. You can, if you want write to PE within their deadline, deny any liability and, whilst you deny the debt, request a 30 day hold while you seek debt advice. This will give you time to submit SAR and sort out any help from Red Funnel. This is a civil matter decided under contract law by a judge in a County Court. You are not a criminalYou never know how far you can go until you go too far.2 -
Thank you for so much for clarifying. It was not my intention to confuse, I just didn't want to fall foul of the situation by doing nothing at this point, as I missed opportunities previously with POPLA, admitting I was driving etc. I will, as you have suggested write to Parking Eye, and complain to Redfunnel and endeavour to find out who owns the land at Town Quay. Now that you have calmed down and have a plan of action, you can add to your plan to search the forum for other posters who have fallen foul of the situation at the same place as you.3

ParkingEye LBCCC stage is specifically mentioned in the 2nd post of the NEWBIES thread as a brilliant chance to make a last minute appeal and to ask for a new POPLA code because you didn't previously use it, because their rejection email went into a spam folder in your email system. Tell them that, and ask them to exercise fairness and now provide a new POPLA code to resolve the matter out of court.
I even give you the email to contact them on, to ask and appeal...crack on with it and slow down when reading the NEWBIES thread.
How much is the LBCCC asking for, and what's the breakdown of the sum? Is it asking for £100?

Parking Eye are demanding full payment of the outstanding Parking Charge in the sum of £100.00. No breakdown of the sum supplied. This is on the Letter Before County Court Claim dated November 18th.
The original PCN sent on 08/09/2020 demanded £100 discounted to £60.00 if paid within 14 days. And the same again on the PCN sent on 24/09/2020.1 -
OK, so crack on and ask them for a new POPLA code, explaining that you missed the first one and in the interests of resolving it, etc., you'd like a POPLA code and the £60 reoffered so you can decide and hopefully resolve the dispute without court.
Parking Eye WILL do this, you only have to ask and show some level of appeal (remind them of the circumstances because the legal team is NOT the same people as the appeal team and they will not know anything about your appeal...).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The more you read the easier it will become and you will get more confident as you go along, as well as angrier at the injustice of it all.
Do not be bullied and do not pay. There is excellent help, advise and step by step guides available on this forum but you have to be prepared to put in the work too.
Read, read and better read, then when you have finished , read some more !!6
