Those signs clearly say "Permit Holders Only" and one sign says you have "twenty minutes to register their vehicle for a permit".

What I cannot see is any instructions or guidance on how to register for a permit.
Is there such a sign?
If not, any alleged contract is void for impossibility.

One says

"Must obtain a free parking permit from inside the bakery when placing an order" my wife did visit the bakery but didn't place an order as her mother in law bought the items.

Below it says " must obtain a permit from the business they are visiting"

Our PCN has the Tily Carpentry listed which my wife didn't visit.

Its in the first photo if you zoom in. This can be seen on the left hand side as you drive out of the car park. It cannot be seen as you drive in.

Also on the fences around the car park although these would be hidden as cars/vans could park in front of them.

This can be seen on the left hand side as you drive out of the car park. It cannot be seen as you drive in.

That's important.

Misuse of the word 'FINE'. Impersonating authority that they simply do not have.

I was going to use the fact that if the car park was full you wouldn't see the signs on the fence and its only then  visible when you are exiting the car park.

I will also add about the fine too.

As per BPA CoP V7:-

"14 Misrepresentation of authority

14.2 You must not use terms which imply that parking is being managed, controlled and enforced under statutory authority. This includes using terms such as ‘fine’, ‘penalty’ or ‘penalty charge notice’."
