Those signs clearly say "Permit Holders Only" and one sign says you have "twenty minutes to register their vehicle for a permit".
What I cannot see is any instructions or guidance on how to register for a permit.
Is there such a sign?
If not, any alleged contract is void for impossibility.2 -

Its in the first photo if you zoom in. This can be seen on the left hand side as you drive out of the car park. It cannot be seen as you drive in.

Also on the fences around the car park although these would be hidden as cars/vans could park in front of them.

As per BPA CoP V7:-
"14 Misrepresentation of authority
14.2 You must not use terms which imply that parking is being managed, controlled and enforced under statutory authority. This includes using terms such as ‘fine’, ‘penalty’ or ‘penalty charge notice’."
