    Parking Eye have told you they have no info ?   So who passed your Data to DCBL
    Parking Eye have told DCBL to discontinue which they have.
    DCBL have not denied being instructed by Parking Eye

    The ICO must investigate how DCBL got your data and the finger points to Parking Eye

    This is your legal right to report a data breach to the ICO

    I really want to know what happened here re your data! 

    If it were me I would email P/Eye's DPO again and ask for the latest data held and why they erased (presumably cancelled) what must have been an old parking charge, yet passed the data first, to DCB Recovery, because it sounds like they are passing cancelled charges to DCB Recovery despite erasing all data and no longer being the data controller.  This is something they can't do, because with parking charges they can't assign cases and DVLA-obtained data over to a third party.

    Attach a copy of DCB Recovery's reply and ask to see the conversation between the two, and an explanation of the data trail (i.e. what happened to your data and why).
