Come back t0 the forum after you've paid it and take part in the Government Consultation because I think you will have very strong views and will want to make sure this can never happen to anyone else. The Government is consulting over the LEVEL of parking charges (specifically) this Summer, as the final policy setting decision once they have heard from the public, the PPCs and landowners who respond:

...does make me wonder whether PPCs should be prevented from using the County court and whether a different regime should exist that protects people from the horror of bad Judges' decisions (in Norma's case, HHJ Simpkiss doesn't appear to have heard of the Consumer Rights Act 2015 nor the red hand rule and lapped up every word OPS' barrister said), failed technology now that hearings don't take place in person (your case) and the 85% that go to default judgments.
Alternatively, there needs to be a shorter Limitation Period and a new pre-action protocol especially for parking cases.
