Holiday Inn UK clearly lied to you and have no respect for their customers who you were visiting
You tell your story to the USA CEO and that his UK operation is dishonourable.
It is a word Americans don't like, nor do the Japanese by the way ?

It is in their interests to assist you because you can tell the Hotel chain that they are liable for the actions of their agent, P/Eye. They also promised to cancel the PCN, and failed to do so when you emailed in good faith. Thus, if you lose this claim, you would be within your rights to sue the Hotel for your loss, that they caused.
You should state this fact (that they are 'jointly and severally liable for the actions of their agent' and that you require them to confirm the Hotel's position in order to assist you, as they failed to do so at the time) in your complaint. Be polite but very clear about their liability for this harassment and why there is something in it for them to assist you...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Some part good news I guess, I called the hotel a few times and was lucky to speak to a manager and he told me he will look into the emails I sent. I got a response now and the Manager agreed to cancel the parking charges but says it would be for Parking Eye to decide now. He also forwarded the cancellation request to me. I hope Parking Eye would cancel the fine and withdraw the case even if they do not do this I think my case is now much stronger given the Hotel (landholder) itself agreed to cancel the charges so they cannot really insist on a fine now. I will anyway include this with my evidence. Any thoughts?3

We have seen this before and PE would not cancel and in the end the hotel paid it.
The manager is saying he will allow the tail to wag the dog.
The hotel is the boss not Parking Eye

You can also threaten that if they are unco-operative you will write bad stufff on TripAdvisor, Trivago, booking.com, hotels.com, et al..You never know how far you can go until you go too far.2 -

What date is your hearing and what deadline have you been given for submitting your witness statement, evidence and summary costs assessment? In your dealings with the hotel you could ask them for the name of the person who is going to appear at the hearing to confirm the Promissory Estoppel that they allowed you to park? BTW have you contacted a board guide to have your threads merged?2

Hearing is in the next 15 days. I need to send the witness statement and evidence in a day. Is there any format for summary costs assessment ? I am not sure the Hotel would agree to appear at the hearing. I am not even sure if the hearing is in person or on telephone as the directions refer to telephone hearing. I do have emails from the Hotel which I would use as evidence and Parking Eye won't be able to deny the cancellation request received since I was forwarded a copy of that too by the Hotel.
I think it's better to leave it as a stand-alone thread since the other thread is more concerned on initial issue and this is more concerned with the county court claim and developments. It may be easier for people looking up information based on their circumstances. You can contact admin to merge the threads if you feel strongly about it.
