    I hesitate to suggest this, but could the cafe owner go with one of the self-ticketing systems? That way they have complete control over who gets a ticket, and can target only those who are clear abusers, e.g. leaving the car there for hours/days. Could even leave a polite note for first offence and only go for the official one for repeat offenders. PPC may not like it as the revenue they get is likely to be minimal.

    After all, the last thing they want (worse than parking abusers) is to get a bad reputation because of aggressive parking enforcement.

    YES, wait to see what the new code of practice says.  Hopefully it will be available in our lifetime.

    Don't go down the route of UKPC, you will as a cafe, get more grief`than a Mcdonalds mouldy breakfast muffin

    IF the PAS goes through in its current form, people will be able to park there on rotation all day with impunity; providing each driver comes back within ten mins. Your friends business will then go bust as his customers will have nowhere to park; unless he can get walk in trade from staff on the estate.

    LOL, you don't sound very happy with PAS232. 

    But what you suggest is just ludicrous.  Do you honestly think there are lines of car drivers up and down the UK, waiting to spend all day playing do-si-do 'on rotation' because they have nothing better to do?  Haha!  

    Luckily, the PAS232 is concentrating on the rogue conduct of parking firms, which is as it should be.  It imposes no obligations on the public and won't be likely to add that in, given that the new 2019 Knight Act was not about rogue parkers.

    It was about your rogue industry.  Take that on board and clean up their act, and some PPCs will survive.  The new aim is for fair parking MANAGEMENT and less about 'fines' and ENFORCEMENT. 

    PPCs have relied on PCN 'income' and unfair tiny terms on signage for too long. That ends in 2021.

    Which is, of course, not going to happen in the real world, unlike the make believe world scum PPCs - like the one that employs AnotherForumite - would have you brlieve we live in. 

    It's much like their lie that  "pofa will reduce court cases", when they increased by two orders of magnitude.

    'Customer only' leaves the confusion of whose customers - I agree with other suggestions about 'cafe parking, plenty of retail parking further in'  But there is the other side - will the retail centre complain or ticket people who park in their area and go to the cafe?  Especially if he really annoys their customers.

    If the cafe is closed needs refurbishing and looks an empty mess of course people are going to use the spacees, once it is renovated, and up and running the problem might go away or at least be manageable, with some well placed signage included. I would wait and see, may be a few spilt nails in the interim period would help!

    Get some of these made up. Eight quid off the internet.  They'll fool most of the people most of the time. If they're not fully 'in the know', they're unlikely to take the chance.
