Had also considered putting up an arrow sign pointing to the parking for the retail park (not that it isnt already bleeding obvious)... the confusion really is why are people parking further away when there is ample free and more convenient parking nearer their destinations.
May try blocking off the parking for now but similar to using actual UKPC or similar the offenders seem to be mainly one off visitors rather than regulars

In my experience of a local parade of shops where I have helped a person with an unfair PCN, the most inviting, open bays (especially those with white lines demarcating them and no 'RESERVED' signs) are more likely to make people think they CAN park there. So tell him to make the bays look less inviting except to Cafe customers.
Some inviting wording (one sentence) promoting the Cafe, and a single line in CAPITALS underneath, something polite like:
THANKYOU FOR NOT TAKING UP THIS BAY IF YOU ARE NOT OUR CUSTOMER - CAFE CUSTOMERS ONLY - THERE IS AMPLE FREE RETAIL PARK PARKING FOR OTHER DRIVERS, AHEAD (ARROW).
And he might like to paint 'RESERVED FOR CAFE ONLY' on the bay entrance (on his land).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I used to sub rent a unit on the industrial estate and I parked there most days for 3 years without putting the visitor card in the car window and never got ticketted... dont know if the signs are fake, that they stopped the contract and didnt remove the signs or its one of those where the land owner is supposed to take the photos/issue the ticket on UKPC kit and that they just don’t bother. Obviously that doesnt mean others arent worried by them and dont know that they arent being enforced and can’t comment on if the retail park is different or not
(our resident parking at home is also by UKPC and I’ve got ticketed several times after a windscreen change, courtesy car when mine in for repairs etc)1 -

Eventually got a spare sticker so next time I had a courtesy car could request a new sticker and use the spare on the car that day.
They were broadly not required as it was a gated community but whereas the other gates required a fob to open them ours were just weight sensitive as we had the visitor parking in out little area. Still the amount of unauthorised parking was tiny.... possible twice some random car was in my space in the total of probably 5 years there. A rotten wreck did get parked in another space, looked liked an abandoned vehicle but no idea if that was a residents or someone elses... couldnt see the windscreen for all the tickets UKPC put over it.1
