The installation via govt eco scheme via eon. He just said best for me to play around with it to learn myself .

Have you gone to the Honeywell site and downloaded the installer/user instructions yet?

Thought we couldn't touch the receiver fitted to the boiler0

You dont need to touch the receiver -The Receiver is just the switch that turns the boiler on and off. All adjustment and configuration is done using the buttons on the thermostat unit.
Read the instructions and if necessary tweak the times and temperature - TBH you don't really need to go into the installers menu especially if you don't know what to do or what the functions actually do.
However should you feel the need then download the installation instructions from the Honeywell website. They aren't exactly clear what each function does unless you have some idea yourself but you should be able to see if optimisation is turned on or off.
Basically optimisation allows the thermostat to anticipate when to turn the boiler on when you need a certain temperature - eg if you want the temperature to be at 20 degrees at 7am, without optimisation you would have to programme the stat to turn boiler on at around 6-6:30 to give the boiler enough time to get the room up to temperature. However with optimisation turned on you set the stat to 7am and it decides when to turn on the boiler to ensure that the room is up to temp. The idea being that you don't need to start heating a lot earlier than necessary to get the temp that you want because the thermostat can work it out.
The second advantage is that the boiler is cycled so that the room temperature doesn't continuously overshoot and undershoot but should settle down to the set temperature because the boiler shuts down before the temperature overshoots and comes back on again before the temperature drop too low.Never under estimate the power of stupid people in large numbers1 -
The instruction leaflet doesn't tell user how to enable optimisation.

Optimisation is an installer setting, for which you need the installation guide - sorry not easy finding & pasting correct link on phone, but perhaps someone could pick out the necessary steps for the OP?2
