Highview Parking charges

I've received a letter for a parking charge from Highview Parking for £60, unless it lapses 14 days then its £100.  The letter arrived on Monday 9.11.2020, 'date of notice on the letter is 29.10.2020 and the 'offence' was 21.10.2020.  Parking on the Kingsway retails park is 3 hours Maximum and I was there 5 hours, 1 min!  I was shopping with my 7 year old daughter during half term and I thought I would treat her to an afternoon shopping at Symths and Hobbycraft.  We bought goods from both stores and we also went to TK Maxx and bought goods there too. We had to leave TK Maxx within 15 minutes walking through the door, for a toilet break (anyone with children will relate to this). The very helpful staff directed us to Costa and afterwards we went straight back to TK Maxx to carry on where we left off.
We had a nice afternoon out, my daughter enjoyed it and to be honest I just wanted her to feel like everything was normal for a change. Going through this Pandemic has been tough on the young ones but we've stuck to it.  I'll be honest again and admit that there are signs everywhere stating the maximum stay but I hadn't even thought to look.  We just made a beeline for Symths.  May I add though the car park was 1/3 full and even when we left there were plenty of space around me and i would say not half full.  Do I just pay the fine or dispute it? My husband believes I should dispute it as I have receipts and can prove I purchased goods from all the shops I visited within the time I was there. I'm thinking to just pay it, It was my own fault after all.

    You have the EASIEST one to win!  You don't know it because you haven't read any HIghview threads yet.

    What you have both missed is searching and reading other Highview threads, and reading the NEWBIES THREAD.

    I didn't need to read a single word of your post, except the word Highview - it is that easy to win as long as the KEEPER named on the PCN appeals, and no-one says who was driving and you don;t start writing your own doomed appeal blabbing about parking and the story of what you did!

    In line with the advice from the NEWBIE sticky (page one of the forum) Plan A is always best a complaint in strong but polite language to (one of the) retail stores to which you gave money.  Ask them to have the PCN cancelled.

    Thanks.  I'll take a look at the page.  Would you complain to retail store via email and also HIGHVIEW?

    No, they are so benign it really doesn't matter, as long as when the keeper appeals they do not say who was driving.

    Such a cinch one to win.  Read any other Highview thread and you will be amazed how easy it is.

    No surprise you got a PCN then!
    I'll be honest again and admit that there are signs everywhere stating the maximum stay but I hadn't even thought to look. 
    You need to seriously re-evaluate your thought processes on entering a private car park in future, or look forward to many, many more £100 invoices being shoved through your letterbox. Almost every private car park in the country is now infested by a private parking company (PPC), with some obvious rules on signage, but many having lots of small print, designed to catch out/trip up the motorist in order for the PPC to enrich themselves. Carefully reading the signage and complying with it is now an essential part of day-to-day motoring. 
    May I add though the car park was 1/3 full and even when we left there were plenty of space around me and i would say not half full.
    Sorry, but this is totally irrelevant. If the retail park are only providing you with a licence to park free of charge for a maximum of 3 hours, that's all the time they want you there for. Low car park occupancy level doesn't provide any option to overstay. 

    Turning to your existing ticket, Highview are one of the most benign PPCs in the country, and you shouldn't have much in getting the charge cancelled. In fact when they write to confirm cancellation, they will apologise for any unnecessary stress and inconvenience caused. Follow the NEWBIES FAQ sticky, first post, to be on your way to getting the charge cancelled.

    Thanks for the advice. I do usually look at the notices when parking.  I think I'm just out of practice.  Really....though? Do the shops only want you there for the maximum stay? Is this not set by the owner of the retail park and not the shops? Don't the shops just want you to spend your money no matter what?
    Before lockdown and shopping without my child, I could have spent hours in the likes of TK Maxx.

    We agree. The industry is made up of parasites but luckily, steps are being taken by the Government to rein them in as far as possible.  Even more luckily, you got an easy one to beat because Highview don't use the POFA (I will not explain more because you simply need to read a few Highview threads to learn what we mean and see how dead easy this will be, for the keeper to appeal as long as nothing is said about the driver).
