Do the shops only want you there for the maximum stay?
Yes, because retailers have market research that allows them to scatter graph how long people stay for. If they are able to offer 95% of the population available spaces for free, when the consumer requires them, at the expense of the 5% that prefer to shop for 5 hrs, then that's good business.
The Beavis judgement deals clearly with the value to the retailer of "churn" and available empty spaces for other customers to use.

It's nothing new
6 years ago my good lady and her sister shopped on my local retail park , shopping and having lunch in BHS there too , spending a couple of hundred pounds due to wedding outfits etc , the retail park limit is 4 hours with no return within an hour or two
Parking Eye issued her sister with an NTK PCN for overstaying by an hour , this was pre Beavis !! So similar issues
Receipts were scanned and an appeal was made to Parking Eye , the unwritten rule of being over £30 must have played a part , as did a complaint to BHS where they had lunch (onsite) , because Parking Eye quickly cancelled the PCN , in writing
That was my second foray into this murky world , whilst being involved with my lads appeal to Excel at Ashton retail park , an appeal upheld by Popla due to Excel not following the landowner contract of the first hour being free (time onsite was about 45 minutes)
So is nothing new , but hopefully the new CoP will fix a lot of the problems

You can bump your gums all you like with us (you're pushing at an open door), but it's irrelevant. Take it to the retail park and rant at them and see if you can squeeze an extra nano second from them. Is there a template I could you use for appealing with HighView?
I've just spoken to Customer Services at TKMaxx and they said they would appeal it for me if my appeal is rejected (and as long as I have receipts).0 -

Assuming you are not trying to use the forum on a phone - where a lot of the functionality is lost - go to first page of forum. Got it? Click on NEWBIE please read this first? Got it? Scroll to the top/beginning. Slowly scroll down until you see some words written in BLUE. That is the appeal template.MH71 said:
