The OP has appealed the ntk as Driver and so we await a decision by P P , chances are it's a rejection and Popla code

Think of it as the R K handing the PCN to the driver and saying , you deal with it ( the R K is on holiday )

I am not harsh , blunt yes , factual yes , no frills and to the point , yes

As a retired engineer I require the core facts to determine what to do , not assumptions

I already suspected that it was the Exeter P P due to 5 minutes being mentioned , this new and foolish 2020 BPA CoP clause 13 , but 5 minutes is on the cusp so wanted to know the exact time eventually mentioned by P P as opposed to the colloquial phrase 5 minutes which is in everyday use and not factual , but an assumption or supposition of time

We have had a few recently and 7 minutes was one yesterday , with good advice in it , which I linked after knowing it was a BPA member in this case , whereas an IPC member could be different due to grace periods being defined differently

P P chucked the towel in yesterday on a delayed Popla appeal too , placing it in the too difficult pile , I would assume that this saga will be similar , if the OP doesn't get a cancellation or gets a popla code ! Just some clever wording required about time on site and delays in leaving
