Gosh, you guys are harsh! I didn't know there was more than one Premier Park.
It just says 'Premier Park' on the notice but the address on the payslip is PO Box 624, Exeter, EX1 9JG.

I did tell you there were a few in my very first reply , so the answers depend on which one it was
In any case you appeal as keeper using the blue text template from the newbies FAQ sticky thread near the top of the forum
If you get a Popla code then you construct a popla appeal , mainly focussing on the five and a bit minutes , elaborating on the extra minute overstay to justify the time onsite , due to clause 13 of the BPA CoP where it is a minimum , repeat minimum , of 5 minutes , but can be longer (yes we know that 10 minutes would make more sense) , so justify the longer in high up signs , difficulties entering or exiting etc , like this similar thread

I'm not at the POPLA stage yet. I literally received the notice today and filled in the appeal submission online on their site. It was only afterwards that I saw this forum and it said not to admit who was driving. As I said, my father is abroad (and in his 80s, so I don't want him to have to deal with it) and I had no idea there would be an issue with my admitting that I was driving the car.
So I was only 11 seconds over the minimum stay time then? How ridiculous. It sounds like I just need to wait for a reply (which will undoubtedly turn down my appeal) and take it from there?1 -
Yep , in this case if you were the driver and do not want your dad dealing with it then fessing up to being the driver is best for him and you can use the BPA CoP clause 13 on grace periods to your advantage if worded correctly , plus poor signage and no landowner authority too
So no , you haven't messed up in this particular case , you saved your dad hassle
Wait for the rejection and Popla code and think of the reasons it was 13 seconds over , so if it was a busy road did it take a while for a gap in the traffic ?? Surely it must have ?

Whilst waiting for the rejection and PoPLA code you should search for the landowner details.
You should also go back to the site, preferably on foot, and take pics of the site and signage from a driver's point of view. Also take close ups of the signs so the wording can be read.
Google Street View images may help if you cannot get to the site.
As for your comment about advice being slightly harsh, let me put this into context. There is only a handful of regulars on this forum who give up their time for free to help others. Whose name is on the PCN (all the initials that are confusing you can be found in the NEWBIE sticky)? If it is your name then carry on, if it is your father's name as RK, then, whilst you can do the research it all must be submitted in his name.1
