She thinks because her children are under 19 and our friend earns more and is mortgage free he should let them live there until they reach 19.
She thinks our friend should rent somewhere or live with a relative or friend.

Well she can think that all she likes, the kids are not his and therefore this doesn't apply. If they were his kids she could potentially get a court order to stay in the house until they are 18/19
She is chatting pure rubbish and your friend needs to ignore it all and tell her she needs to leave.

She seems slightly deluded... this is not the legal position and your friend needs to take back control of the situation immediately

Change the locks and state that her kids can stay for 7 days but she can’t, and if she enters the house then you will revoke your offer of letting her kids stay.

    she has no rights

No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)

Given the situation the locks should be changed - either when she's out or after she has gone, for his own peace of mind.
And he needs to grow a pair.
