It is admitted that the Defendant was the registered keeper of the vehicle in question but liability is denied. It is also denied that the Defendant was the driver of the vehicle in question at the time of the alleged incident.

Shall I submit the defence letter?Yes but not as a 'letter' but by email to the CCBC, as advised already (once signed and dated).
I would change this which doesn't read well:
Upon receiving all data, it was clear to the defendant that the claimant claimed that an NTK The Claimant suggests that a Notice to Keeper was sent on 30/03/2020 and a reminder was sent on 28/04/2020; however, the Defendant denies that such letters were received and would not have ignored them, as is shown by the Defendant's level of engagement since.PRIVATE 'PCN'? I have just filled in the DQ (N180 form) and I just want to confirm if the two copies (one to court and one to the claimant) have to be posted or we can email them.

These days email should be fine , due to covid19 , which has finally brought things up to date
Use the ccbcaq address for the CCBC one , email a copy to the claimant , check the mcol website in a few days to see if it's been recorded, checking your inbox and spam folder for auto responses2 -
