    This is absolute madness. I can't even afford paying the fine itself.

    No, a workman  is worth his hire surely..   BTW, it is not a fine.
    You never know how far you can go until you go too far.

    It's the way it is here ,not being awkward but if you come here and stay you abide by all our laws , criminal or civil , and just one unanswered PCN going to the last known address followed by an unanswered court claim going to that same old address causes this pain for many people , no matter what their nationality

    Plus solicitors fees are very high as you found out above , but it is what Martin Lewis would tell you to do , because this forum is not a legal aid forum and legal beagles want to be paid for their work !! (You could try legal beagles forum)

    Changing your driving licence address does not automatically change the V5C address , it's 2 separate tasks

    Googling the information is your best option , it's what I would do , it's what most of us would do !! It's what Ferrybird told you to do too

    There was no fine , none at all , it's an unpaid invoice that went viral via the CCBC with a default CCJ for non payment. Calling it a fine is a hindrance to you , because it's not !!

    Contrary to the note from the solicitor above, you should always consider if you can pay reduced or nil court fees. 
  • So, I just called (once again) the County Court Business Center in Northampton to find out my claim number and they told me this is the case number I have on my credit score and that name of the court has to be this court and not my local court.
    I hope this is right now.

    Did you ask for a copy of the claim form , or PCN reference or the VRM if the vehicle involved ??

    If they say use their details , then try it , if they take your money then maybe they will deal with it ? Or maybe they will pass it onto your local court to have a hearing ? It's even more complicated now due to covid

    Ideally you want as much info as possible , plus see if you qualify for reduced or zero legal fees too , the link is above by Johnersh

    Now (well, on Monday) phone your local county court and ask them the same question.

    I've asked him if he could provide me with more information about the claim and he said that a colleague would already deal with my email I have sent yesterday and I would receive all the information and paperwork in the next couple of days.
    I have applied for reduced legal fees, but I doubt that this will be successful as I have a very weird working situation without contract, stable income, etc.

    Ok , so do what Ferrybird said to D I y your form via a Google search , plus ask your local court on monday if they will deal with it or if you need to submit it to the CCBC

    Once you have the details email them to the DPO at CEL to get a SAR reply

    See if you do or do not qualify for reduced fees etc

    Once you have all this assembled , you can go for the set aside , which is the first stage , mainly focussing on the incorrect service of papers to the old address (not about the PCN or the court claim by CEL)
  • Okay, I have filled in everything neccessary into the application form.

    In box Nr 10 I put this in:

    "Please see attached:

    -Witness statement

    -Email correspondence with Civil Enforcement Ltd and County Court Business Center

    -Driving license as proof of address

    -Council tax bill as proof of address

    -Utility bill as proof of address "


    Am I right, that in my case I will only have to write a witness statement at the moment and attach this with copies of my bills, etc. to the application form?
