CCJ has been entered against me without my knowledge

Hello.
I'm wondering if someone could help me regarding an unfair entered CCJ.
I moved with my wife and our kids from Germany to Leicester about 1.5 years ago. Yesterday I applied for 0% interest financing at IKEA and this has been declined due to a bad credit score. This didn't make any sense to me, so I have checked my credit score online and there it says that on the 4th September 2020 a County Court Judgment has been issued. The amount is £297 and I had no idea what this was about. Also it tells my previous address where I have lived from March till September 2019 after we moved to the UK. The CCJ has been issued by "County Court Business Centre". I checked for this online and called them today. They told me that the reason for the CCJ was an unpaid parking fine from "Civil Enforcement Ltd" in Liverpool. I have told the court that I have never heard anything about this company and neither did I get any mail from the court itself. They said this has been sent to the address I have lived till September 2019, so I never got any information about this matter. They said if I wanna make an appeal I have to pay £255 prior to appealing which I simply can't afford. I am seriously shocked and don't know if there is anything I could do now to clear my credit score.

To settle it would mean to pay £297 although I haven't done anything wrong. Also I really can't afford to pay this in my current situation.

In that case, save up until you can, and then get it settled.
To be honest, it wounds as if affordability is at least as big a concern for lenders as the CCJ and that is more likely to have been the cause of your decline by IKEA, who are a very soft lender.

Agree with Hasbeen on this, you need to find out what happened and why Civil Enforcement chased you in the first place. Where did you park? Did you pay? Civil Enforcement can only issue Parking Charge Notices, not legal and enforceable Penalty Charge Notices. So I'd ask on the Motoring/Parking forum, try to find out what the source of this problem is before paying any money out.
If it helps, I've dealt with Civil Enforcement in the past, challenged them when they sent me a dodgy Parking Charge Notice - and won. The problem is that I don't even know what this is all about. I don't have a vehicle registration number, no date, no place, nothing. Just the information it was an unpaid parking fine.
In the time I live in the UK I have had 3 different cars, so I don't even know with which car this should have happened.
The car I have had at the time I moved house has been registered with the DVLA to my new address and this was around 13 months ago. Still I haven't got a single letter to my current address.

Besides, it's not a DVLA matter, it's a CEL matter and they are a very devious company.
FYI, last year I wrote to the ICO about the fact that DVLA is allowed to give out motorists' information to companies like Civil Enforcement and they are working on what they call their 'investigations'. They actually agreed with me that parking companies should not be allowed to access such information from DVLA and I'm looking forward to their final report. Whenever it arrives - they've been working on it for over a year now but they assure me they ARE still 'working on it'.
