We are on E7 and have no storage heaters. The reason we are is that we have a device that draws energy off peak and stores it and its cheaper to be on E7 than conventional. So, maybe the current owner has a device that is similar. Maybe they just use more off peak than on peak. 9 times out of 10, it's because the property was upgraded from NSH's to gas CH and DHW but the owner failed to change the metering away from E7.
A lot of people with gas DHW still turn the boiler off in the non-heating season and use an immersion heater because they think it must be cheaper 'than having the boiler running'.
Probably because you can hear it burning fuel, unlike an immersion.No free lunch, and no free laptop
