Its just getting the gas turned off not ripping out the pipes

I'm afraid its more involved than that.  Pipes will need to be capped off elsewhere, and this usually involves digging up a road or a pavement somewhere to do it.

You havent' answered what I asked in the previous thread - what are you doing for hot water?  For cooking?  For heating?  Its almost certain you have a gas boiler, are you seriously suggesting you sit in a cold house/flat, wash with cold water and live on microwave meals or an electric oven?

I boil the kettle for tea and use a hotplate to do hot food/water sometimes no hot bath or showers or no house heating either -  spend about 17 quid on Elec a month.
An engineer said about 3 yrs ago that he would cap of the meter so they wouldn't have to come out every year to service (It was a lie) as he was back the next year to service again so he reconnected it and stated that it has to be tested
every year now whether its used or not.
When he did cap it off it took about an hour and when he reconnected it,he spent about an hour.

Well,if that works for you fair enough.Personally view living like this as an existence rather than living a life though, have had similar experience myself many years ago, thankfully. Not trying to pry, just interested is this situation through choice, financial necessity or both?,just seems an unnecessarily hard life.

In that year of not using gas because the meter was capped? Were you billed for standing charges?

Have you spoken to BG yet about removal?

Edit: OP have you tried any comparison sites etc to see what suppliers are left that still offer zero standing charges? Such as here:

With no heating, how do you stop the pipes in your house freezing in winter?

So what are you doing for washing yourself?  You wash yourself in cold water?  In a cold house?  That you're not heating and is liable to become ridden with damp and mould?  So when your tenancy ends and somebody from the council come to inspect it and see damp everywhere, I don't think they're going to be very happy.  Are you using electric heaters in the cold months?

If you want to live like that that's up to you...

So let's just indulge the OP's ludicrous theory that it will only cost about £150 to disconnect. Then double that, because, at end of tenancy the council will insist on either reconnection, or recharge the cost of doing it themselves to the tenant. So, £300.
Based on a daily s/c of 20p, it's going to take them about 4 years to recover the capital costs.
If you go through a cold winter with no heating and little hot food, then you are not likely to be there for 4 years anyway: you'll be in hospital, or dead.

To be fair to the OP. Opening threads. I think that previous threads like this one wandered of topic, as posters got discouraged by the OP not taking on board any suggestion or advice as to why its a bad idea to disconnect gas supply etc, especially in a council owned property. My posts included.  :'(

Ops questions/replies have been very polite throughout , even with the criticism, and my opinion is some of the replies back have been a little harsh / judgemental?

OP wants it disconnected as it is not used. It is the OPs decision.  Asking advice on how it can be achieved, not why it should not.

I believe the OP is located in London, a very diverse and multicultural city, where different people have many different lifestyles.

The Op is entitled to living a lifestyle that suits them without criticism or questions.

In this thread the question was simple, a contact number. There are many BG numbers, I had googled and not sure? anyone with one that suits? Even getting advice from BG might help the OP?

Op: Some info / suggestions from OFGEM might be worth perusing?  OFGEM   B)

Disconnecting the gas supply in breach of your tenancy agreement is not a 'lifestyle choice'.
