OP Last time in July you did not state you were a council tenant. The council will not be charged as they as the owners will not agree to it.
You can try and do it yourself, but it will cost you to pay for disconnection etc and also to reconnect.
But if you really want disconnection totally, then get in touch with your supplier and go through the process required.
Ask for an estimate to disconnect and also to reconnect at todays prices. It will give you an idea on what to pay in future?
