    But they go on to say that they are using contract law.

    The use of the word "penalty" may be a breach of the CoP,  Read it and look for "misrepresentation of authority.".   Conider a complaint to their ATA
    You never know how far you can go until you go too far.

    you have clearly not read the oposting , this is a ticket issued by the counsil , in fact the OP states the name of the counsil "causeway coast and glens borough council " and payments have to be made to car park services of gtreat patric street belfast ,

    this has nothing to do with a private parking co , , your comments :

    • Are you sure?  OP says it was issued by  CPS.  Here are the words
    However on reading the tickets they aren't from the red coats or police but from CPS

    Please tell me where I have misread the OP.

    If this is a private parking ticket then imo the use of the word "penalty" is a breach  breach of the ATA's CoP.

    Thanks for the assistance folks. The pcn number along with my reg doesn't show up on any government system so this is payable to CPS and no one else. The parts about debt being recovered by Enforcement of judgements office as a civil debt - while I know it's only scare tactics - is the unnerving part.

    CPS are indeed a private company that collect for both counsils and private companies ,

    a wierd situation (non england / wales) of a private company taking payments 
    car park services also known as handypark are BPA listed

    but again its wierd , is it counsil or is it a private ticket ?

    the fact that it clearly states PEMNaLTY on the letter and is not airport/ will cause problems with a popla appeal 


    so will this be magistrates and bailiffs , or county court abnd ccj 

    who knows , the answer is out there
