Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and darfts have beenopened for publc consulatation,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, under new legislation but until this is done you should still complain to your MP, citing the new legislation.

Thanks for the assistance folks. The pcn number along with my reg doesn't show up on any government system so this is payable to CPS and no one else. The parts about debt being recovered by Enforcement of judgements office as a civil debt - while I know it's only scare tactics - is the unnerving part.0

CPS are indeed a private company that collect for both counsils and private companies ,
a wierd situation (non england / wales) of a private company taking payments
car park services also known as handypark are BPA listed https://www.carparkservices.com/ * but yet they show corporate logo on invoice
but again its wierd , is it counsil or is it a private ticket ?
the fact that it clearly states PEMNaLTY on the letter and is not airport/ will cause problems with a popla appeal
so will this be magistrates and bailiffs , or county court abnd ccj

But the second letter/page talks about a parking charge notice issued under 'contract' so I would email Steve Clark at the BPA and ask him to please explain what on earth this hybrid set of documents is meant to be or has the BPA member made a mistake. Have they put the wrong second page in with a real penalty issued by the Council or are they impersonating authority and breaching the CoP with a fake 'penalty'? :
