The first sentence of the above post is utter nonsense. Thats like saying someone couldn't smoke cannabis in Country A (where it is legal) if its illegal in Country B (where he comes from).
Scottish rules are irrelevant other than he is allowed to travel to England. None of the others are relevant once he gets to England and he doesnt need to contact the Scottish government to clarify.
